Islands Trust: confirmed trustees, new bylaw decisions and the ferry response

Official records checked November 1, with confirmed decisions separated from proposals and later stages still unverified.

The Denman Firestarter · Governance · 2026-11-01 · updated 2026-11-02 · Trust-wide: every island edition carries this report.

Housing bylaws: no approval item on October 28 agenda

The October 28 Executive Committee agenda lists no bylaws for approval. The adopted October 14 minutes record approval of Saturna 146/147 and Salt Spring 553, with no Denman 260/264 decision. We have not verified a later Executive decision, ministerial approval or local adoption for Denman’s housing bylaws. An agenda’s silence does not establish whether the Secretary received a referral or started a statutory approval period. The September 15 local decision minutes were not found in the recent document listings checked.[1][2][3]

Raptor and heron amendment adopted; housing proposals separate

The October consolidation of OCP Bylaw 171 records adoption of amendment 235 on October 2 and consolidation on October 21, including Schedule O. Schedule O is the DPA 7 Raptor and Heron Nests map. This is separate from housing OCP amendment 240 and land-use amendment 241: the posted housing texts still record first reading on October 2. This check has not verified later readings or adoption of those housing amendments.[4][5][6][7]

Executive approval confirmed for Bylaw 553

The adopted October 14 Executive Committee minutes approve land-use amendment 553 (EC-2026-104). The newly posted September 24 local minutes also confirm all three readings and referral (SS-2026-124 to 127). Executive approval is a distinct stage; this check has not verified final local adoption. The September 24 minutes separately direct referrals and a community information meeting before first reading of draft Bylaw 555 on community care facilities and transition housing. That direction is not first reading or adoption.[2][8]

Executive approval confirmed for enforcement amendments

The adopted October 14 Executive Committee minutes approve Bylaws 146 and 147 (EC-2026-102/103). The adopted September 28 local minutes had directed staff to initiate adoption by resolution without a meeting after that approval. This check has not verified the subsequent local adoption record. Approval, an instruction to initiate adoption and actual adoption are separate steps; the posted consolidated land-use bylaw still says May 2026.[2][9]

Public-notification Bylaw 131 adopted

The Trust’s published text records adoption of Public Notification Bylaw 131 on October 9, following Executive approval on September 23. Section 2 provides for notices on the Trust website and in a monthly print publication. This supersedes our earlier statement that local adoption was unverified. The newly posted adopted August 28 minutes also confirm adoption of the amended local enforcement policy (SP-2026-040); the meeting date is August, rather than the later date the minutes appeared online.[10][11]

August 21 decision minutes now available

The newly posted adopted minutes of the August 21 special meeting identify the Executive Committee acting as the Ballenas–Winchelsea local trust committee. They record a closed session and a rise-and-report statement that earlier in-camera minutes had been adopted. No new bylaw adoption is recorded in the public minutes. Ballenas–Winchelsea has no separate trustee race in the election results; a closed-session agenda is not evidence of an undisclosed decision.[12]

The incoming Trust Council

The Trust’s October 22 release confirms the elected or acclaimed trustees for the twelve local trust areas. Bowen’s municipal appointments remain pending until November 9. Trustees are scheduled to be sworn in on November 12, with inaugural Council meetings on November 13 and 14. The current term and the incoming term are distinct.[13]

Ferry funding: the federal response

In an October 27 letter to the Trust, the federal Transport Minister describes the existing coastal ferry subsidy agreement. The letter puts the 2026–27 grant to British Columbia at approximately $38.6 million and says the Province determines which ferry services receive assistance. It directs questions about fares and service costs to the Province. This is a response about existing arrangements, rather than an announcement of a new local ferry service or fare reduction.[14]

This is a public-record check dated November 1, 2026. It covers the local trust area and associated islands. It is not a new full audit of every bylaw. A posted agenda or recommendation is not a decision, and Executive approval is separate from local adoption. Candidate vote totals are not voter turnout.
