Gabriola trustees direct staff to prepare OCP for first reading
The committee’s August 6 meeting ended with a motion to prepare the draft Official Community Plan with changes discussed that day; first reading was planned for September 3.

Staff were directed to prepare Gabriola’s draft Official Community Plan for first reading, incorporating changes discussed at the special meeting. The motion carried, and the meeting adjourned at 1:11 p.m.[1]
The minutes say the planned first-reading date was September 3, 2026, and staff did not know whether a First Nations referral response would arrive by then.[1] Planner Narissa Chadwick said in the meeting recording that staff were unsure whether they would have a response by September.[2]
The minutes record agreement to merge the draft plan’s small-lot and large-lot residential distinctions into one rural residential designation, while retaining the distinctions in the Land Use Bylaw.[1] Trustees also agreed that parks should not permit a caretaker’s dwelling and that a policy allowing subdivision of agricultural land for environmental conservation purposes should be retained.[1]
On flexible housing, the minutes record trustee support for capping it at 12, removing regulatory language from the draft plan, reviewing the number of existing non-compliant dwellings, and amending the policy to allow one additional flexible-housing unit per lot.[1]
The minutes say Chair Laura Patrick encouraged public comments through and after first reading, while Trustee Tobi Elliott said engagement had not yet reached enough underhoused people, tradespeople, small businesses, younger people and families.[1] In the recording, Elliott said she wanted more work over the next couple of months to reach people less familiar with the Islands Trust process.[2]
