Gabriola committee denies Centre Stage development permit
The committee said the permit’s hazard-protection objective was not met, citing risks to neighbouring and downslope properties and a Snuneymuxw historical village.

The Gabriola Island Local Trust Committee denied a development permit for proposed tree cutting and subdivision in Development Permit Area 6, saying the area’s objective of protecting development from hazards had not been met.[1] The committee’s resolution cited hazards including flooding and slope instability caused by tree cutting, and said neighbouring and downslope residents’ properties and the Snuneymuxw First Nation’s historical village tle:ltx were not protected.[1]
The application sought permission for tree cutting and subdivision in the escarpment area.[1] Staff told the committee that the permit guidelines had been met, but that conditions linking tree-cutting permission to provincial subdivision approval had to be directly connected to a permit guideline or a qualified professional’s recommendation.[1]
During discussion, committee members raised concerns about hazards to properties below the slope and whether a geotechnical report completed in 2021 remained relevant.[1] The minutes also record that members discussed archaeological significance, the permit’s objectives and guidelines, and the effects of previous tree removal.[1]
The committee passed the denial resolution at its July 31 meeting.[1] A trustee noted that the permit area covers only a small part of the property and that the decision does not prevent tree cutting outside the permit area.[1]
