The proposed changes would allow a broader range of commercial uses and two dwelling units on the property; the Gabriola Island Local Trust Committee gave first reading to the two bylaws on Jan. 23 and directed staff to refer them to First Nations, local governments and agencies for comment.[1]
The committee’s minutes say the dwelling units would be within the commercial building envelope, and the proposed zone would require a provincial groundwater licence.[1]
The minutes also record that the bylaw requires water-storage capacity but does not specify potable water; staff said using “rainwater” in the bylaw would limit the ability to store groundwater when it is plentiful.[1]
The committee determined that both bylaws were not contrary to or at variance with the Islands Trust Policy Statement.[1]
The committee also asked staff to schedule a special meeting in February to review the Suitable Land Analysis, which the minutes said was expected to be completed by the end of January.[1]
