The Gabriola Island Local Trust Committee directed staff to stop using the term “shoreline buffer zone” during the current stage of drafting the updated Official Community Plan and instead use maps showing areas where development is not desired.[1] The motion carried at the committee’s January 22, 2026 regular meeting.[1]
Staff said the 200-metre perspective was being considered in discussions about permitting additional dwellings beyond the number already allowed in the Official Community Plan.[1] The minutes say the draft Official Community Plan is being developed and will be released for public input before the committee considers first reading.[1]
During public comments, several speakers raised concerns about the 200-metre shoreline buffer zone, including requests to shelve the concept, use a site-specific approach and provide more information to the community.[1] The minutes record a planner saying the buffer was not a setback or regulatory tool, but was introduced as a lens of perspective.[1]
The committee also directed staff to return with a revised project charter that includes a Development Approval Information Bylaw and a Land Use Bylaw update to ensure consistency with the draft Official Community Plan.[1] Both motions carried.[1]
