Gabriola committee ties commercial expansion to housing

Amended bylaws would require one or two dwellings before specified commercial expansion can proceed, with a public hearing scheduled for November 20.

The Gabriola Island Local Trust Committee amended proposed bylaws for a commercial property to link limits on commercial expansion to construction of housing, and scheduled a public hearing for November 20, 2025.[1]

Under the amended land-use bylaw, commercial floor area could not be expanded, and a building or structure larger than 100 square metres could not be built, enlarged or occupied for a different commercial use, unless one dwelling is built or built as part of the commercial work.[1]

A second threshold applies to buildings or structures larger than 200 square metres: two dwellings must be built, or built as part of the commercial construction or expansion, before the specified work can proceed.[1]

The committee also amended the proposed Official Community Plan wording to allow two dwellings on the parcel without restrictions on tenancy or affordability. The applicant said further restrictions linking commercial use to residential units might lead to reconsideration of the commercial expansion.[1]

The committee gave the amended bylaws first and second readings and requested a stand-alone electronic community information meeting before the public hearing.[1]
