Gabriola committee directs staff to assess permit areas for OCP review

Staff will assess the potential for Development Permit Areas as part of Gabriola’s Official Community Plan review, after the Local Trust Committee passed a motion directing them to do so at its May 22 special meeting.[1]

The committee also requested draft policy language on resource stewardship, freshwater and the environment for broader public review, and endorsed the project’s summer 2025 engagement plan.[1]

During discussion, trustees supported prioritizing possible permit areas for the shoreline, critical groundwater aquifers and wildfire hazard areas. Staff outlined a process involving data gathering and analysis, considering options and determining boundaries; the minutes say there would be capacity to finalize only one or two areas if the OCP is to be completed by the end of the current term.[1]

The meeting recording includes planner Narissa Chadwick saying staff could gather additional input until mid-June, then bring a draft to the committee’s June 26 meeting for endorsement before further public engagement over the summer.[2]

Trustees also discussed freshwater policy, including the relationship between liquid waste and groundwater, and asked for further consideration of vague wording about what constitutes a “large amount” of groundwater.[1]
